2020 INDEPENDENCE DAY HONOURS LIST
Her Excellency Dame Sandra Prunella Mason, Dame Grand Cross
of the Most Distinguished Order of Saint Michael and Saint George, Dame of
St. Andrew, Queen’s Counsel, Governor-General of Barbados, has consented to the announcement of National Honours on the occasion of the Fifty-fourth Anniversary of Independence of Barbados.
The Order of Freedom of Barbados National Honour was
constituted by the Order of Freedom of Barbados Act dated August 15, 2019.
The Order of Freedom of Barbados Act provides for the establishment of the Order of Freedom of Barbados. It may be conferred upon any Barbadian citizen who has distinguished himself by extraordinary service to
Barbados, the Caribbean Diaspora or to humanity at large. A person upon
whom the Order has been conferred shall be referred to as the “The Most
Honourable”, and may use the post nominal “FB” after the surname.
The Barbados National Honours and Decorations system was
instituted by Letters Patent dated July 25, 1980.
The Letters Patent provide, inter alia, for the establishment of the
Order of Barbados in which there are four (4) classes of awards:
(a) Knight or Dame of St. Andrew;
(b) Companion of Honour of Barbados;
(c) The Crown of Merit in two grades – Gold and Silver; and
(d) The Barbados Service Award in two grades – The Star and
Medal.
The Barbados Star of Gallantry, the Barbados Bravery Medal and
the Service Medal of Honour were also instituted by Letters Patent dated
July 25, 1980.
Over the years, awards have been made to persons in various fields
of endeavour. This year the public and private sectors are represented in the areas of business and entrepreneurship, public service, sports, education, the Trade Union Movement, the environment and community service.

    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    ORDER OF FREEDOM OF BARBADOS
    MR. PATRICK DOUGLAS FROST, SCM, BJH was educated at The Lodge
    School and subsequently at the University of Oxford obtaining his graduate and
    postgraduate degrees and, later, postgraduate qualifications from the University
    of Bristol.
    He joined the staff of his alma mater in September 1962 as an English Teacher.
    Influenced by teachers like Sir Alexander Hoyos and David Poe, both officers
    in the then Association of Assistant Teachers in Secondary Schools (AATSS),
    he joined this organization, later serving on its Executive as a Staff
    Representative for the Lodge School. Thus began his long tenure and
    unflinching dedication to the trade union movement.
    Patrick’s elevation to the position of General-Secretary in 1968 sealed his fate.
    He masterminded profound, progressive change in that organisation, writing the
    new Constitution with its transformation to the Barbados Secondary Teachers’
    Union (BSTU) and spearheading most of the accomplishments of the Union
    since then. The BSTU can proudly boast as having been responsible for all the
    benefits and privileges Barbadian teachers presently enjoy and Patrick’s worth
    and selfless labour became a constant in this regard. He was at the forefront,
    successfully negotiating many significant achievements with Government.
    His work with this Union continues until the present.
    Patrick’s demonstrated superior intellect, tenacity and unquestionable integrity
    coupled with his fairmindedness made him a prime candidate for the post of the
    first General Secretary of the newly formed Coalition of Trade Unions and Staff
    Associations of Barbados, later, CTUSAB. He served with unparalleled
    distinction until 2000 when he was elected as its First Vice President.
    Presently, as Life Vice-President of the organization, he still actively
    contributes to its work, remaining an important resource on information and
    guidance.
    As an officer of CTUSAB, formed at a crucial time and with a vital purpose in
    the evolution of this society, Brother Frost played a decisive role in influencing
    policy, legislation and procedure that remains instrumental in securing and
    maintaining an approach to governance that has largely been responsible for
    societal harmony and economic development in the country. He was, and
    continues to be, very actively involved in the drafting of the Protocols, 3, 4, 5, 6
    and 7. His role in the conceptualization and functioning of the Social
    Partnership, since its inception in 1995, has contributed immeasurably to its
    status as being the envy of the world as a governance model.
    Patrick’s talents and commitment have won him the respect of successive
    governments and Prime Ministers who have openly demonstrated regard for his
    sound counsel and solid contributions in Barbados’ industrial relations.
    Patrick Frost remains the consummate “professional” trade unionist. He has
    served selflessly with humility, dedication, honesty and a fierce sense of justice.
    His work has ultimately benefitted all workers in Barbados through his
    contribution at the levels of the BSTU, CTUSAB and the Social Partnership and
    has redounded to the benefit of the wider economy and society.
    The accolade of ORDER OF FREEDOM OF BARBADOS is being conferred
    for his dedicated service as an educator and sterling contribution to the trade
    union movement.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF KNIGHT OF ST. ANDREW
    MR. PATTERSON KEITH HERMAN CHELTENHAM, GCM, QC has in
    excess of forty years of professional experience as a legal practitioner. He is
    one of the principals of Charlton Chambers, a leading Chamber in Barbados,
    and primarily practised in the areas of civil litigation, insurance and personal
    injury law, employment law, and corporate and commercial law.
    He has been involved in frequent negotiations and other forms of non-litigious
    dispute resolution. In June 2016, he was admitted as a Fellow and an
    Accredited Mediator of the Chartered Institute of Arbitrators (CIArb). He is
    presently the education co-ordinator of the CIArb (Caribbean Branch).
    He was also called to the bars of Antigua & Barbuda, St. Vincent & the
    Grenadines and St. Lucia. He has represented corporate and private clients, as
    well as statutory boards and other governmental agencies before several
    tribunals, the High Court, Court of Appeal, Privy Council and Caribbean Court
    of Justice.
    Mr. Cheltenham is deeply committed to education and to public service. He
    served as a lecturer and tutor in Company and Commercial Law at the Cave Hill
    Campus of the University of the West Indies. He was awarded a Certificate of
    Recognition for outstanding public service by the University of the West Indies,
    Cave Hill Campus in October 2018. He was a member of the CARICOM
    Competition Commission. In 2010, he completed a three-week training
    programme in Public International Law at the Hague Academy of International
    Law.
    He was appointed a Queen’s Counsel in 2001; he was awarded the Gold Crown
    of Merit by the Barbados government in 2012 for his contribution to the legal
    profession and public service. He was awarded his law degree from the
    University of the West Indies in 1975. He attended University College London,
    graduating in 1976 with a Master’s degree in taxation law. He attended the
    Hugh Wooding Law School, graduated in 1978 and was admitted to practise in
    Barbados in 1978.
    The Accolade of KNIGHT OF ST. ANDREW is being conferred in
    recognition of his stellar career in the legal profession and achieving the
    deserving accolade of judicial luminary.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF KNIGHT OF ST. ANDREW
    BRIGADIER GENERAL RUDYARD EGGLETON CARRINGTON
    LEWIS, GCM, CVO, JP assumed command of the Barbados Defence Force
    (BDF) in 1980 during a period when there was grave concern for the stability of
    the Caribbean region.
    Brigadier Lewis most capably assumed the responsibility of equipping and training the BDF as an elite professional military entity to treat to the security challenges of that era. Concomitantly, recognizing, that like Barbados, several
    other Eastern Caribbean nations lacked the resources needed for their territorial
    defence, Brigadier Lewis was assigned the responsibility of organising a
    regional security organisation which would jointly respond during times of
    crisis in the interest of collective regional security.
    Thus, the Regional Security System (RSS) was formed in 1982 and Brigadier
    Lewis was appointed Regional Security Coordinator. He served in that capacity
    until he retired in 2003.
    Although the vision of the RSS originated with the Prime Ministers of the
    Eastern Caribbean, the operationalization of that vision fell to Brigadier Lewis.
    The RSS is the only organisation of its kind in the world where multinational
    military and police forces successfully work in unison towards regional defence
    and security. Regionally, Brigadier Lewis is recognized as the architect of this
    successful regional security mechanism which continues to contribute to our
    social and economic development.
    During his outstanding military career, Brigadier Lewis enjoyed countless
    achievements which positively impacted Barbados and the region. He
    spearheaded the expansion of the Barbados Cadet Corps in 1980, leveraging
    military resources for the critical youth development programme expanding the
    compliment of Cadet Companies from 4 to 18 secondary schools. While this
    process began in 1978, Brigadier Lewis ensured that the full expansion was
    applied to all public secondary schools in Barbados including the establishment
    of a Cadet Corps Headquarters unlike any in the region at that time. His
    leadership and mobilization of the BDF, as a national resource, to ensure the
    successful delivery of CARIFESTA 1981 was central to bringing efficiency and
    organisation to planning, coordination and subsequent execution of this
    important regional event.
    Brigadier Lewis’ outstanding command and leadership of the Caribbean
    Security Force during the Grenada Intervention in 1983 is internationally
    recognized and acclaimed. Similarly, his efforts to unite CARICOM Battalions
    for the US-led Multinational Force Peacekeeping Operations and subsequent
    UN Peacekeeping Mission in Haiti between 1994 and 1996 gained high praise
    regionally and from the US Government.
    Brigadier Lewis also conceptualized and designed the CARICOM Disaster
    Relief Unit (CDRU). The CDRU is a critical operational unit comprised of
    personnel from various CARICOM Member States and exercised, trained and
    deployed as the region’s first response in the aftermath of severe weather
    systems. Brigadier Lewis saw the need for this mechanism remains as
    important to the region now as when it was created 30 years ago.
    The accolade of KNIGHT OF ST. ANDREW is being conferred for his
    extraordinary achievement and meritorious service to the military in Barbados.
    PARTICULARS FOR THE PERSON RECOMMENDED FOR THE
    AWARD OF THE COMPANION OF HONOUR
    DR. JERRY BRUCE EMTAGE, MBBS, (Hons), FRCS(C) (Urology) is a
    Consultant Urologist at the Queen Elizabeth Hospital and Bayview Hospital.
    He was educated at Westbury School, St. Cyprian’s Boys, The Lodge School, Sir
    George Williams University, McGill University (Biochemistry), and the University of
    the West Indies (Medicine) Medical School, Jamaica where he received the PreClinical Gold Medal and Walter Harper Surgery Prize.
    He did his residency at Queen’s University Kingston Ontario and also completed a
    Clinical Fellowship there. He is a member of the Royal College of Surgeons Canada
    and holds a Specialist Certificate in Urology. He is a Fellow of the Royal College of
    Surgeons of Canada (Urology). Dr. Emtage is a Licentiate of the Medical Council of
    Canada (LMCC) and a member in good standing of the College of Physicians and
    Surgeons Ontario.
    He Practices adult and pediatric urology Windsor, Ontario.
    He is the father of 5 children, Maisha, Shakira, Aniya, Justin and Taige and
    grandfather of nine.
    The Accolade of COMPANION OF HONOUR is being conferred in recognition of
    his contribution to the medical profession and particularly in the field of urology.
    PARTICULARS FOR THE PERSON RECOMMENDED FOR THE
    AWARD OF THE COMPANION OF HONOUR
    MR. TONY GIBBS, FREng, FRSA was born in Grenada, went to ten schools
    in four Caribbean islands – Grenada, St Lucia, St Vincent and Trinidad – before
    attending two universities in Northern Ireland and England, and lived in two
    more Caribbean islands – Jamaica and Barbados – the latter being his home
    since 1965 (He came to work on the first Hilton Barbados Hotel for two years
    and did not leave). He is married to Mary Gibbs, a former foreign language
    teacher at Combermere, St Winifred’s and Harrison College and former Deputy
    Principal of Harrison College, with whom he has three children (architect
    Rachel, engineer André and engineer Kathy).
    He headed the firm of Consulting Engineers Partnership Ltd. in Barbados from
    1965 to 1996 during which period he was responsible for over fifteen hundred
    projects in the Caribbean including in Barbados the Life of Barbados in Wildey
    (now Sagicor HQ), the Central Bank and Frank Collymore Hall, the General
    Post Office, Grantley Adams International Airport Terminal Building (Phase I –
    1979) and Control Tower, the Caribbean Development Bank, (former) Cable &
    Wireless Headquarters in Wildey, the Holiday Inn (now the Radisson) and the
    Bank of Nova Scotia on Broad Street. Some of his projects outside of Barbados
    include the Eastern Caribbean Central Bank in St Kitts, Government
    Headquarters in St Vincent, Police Headquarters in Antigua, the Holiday Inn
    (now the Radisson) in Trinidad and the Public Market in Dominica. Mr. Gibbs
    continues as a Consultant to the firm of Consulting Engineers Partnership Ltd.
    His current projects are in Guyana, Grenada, St Lucia and Belize as well as in
    Barbados.
    He is a Past Vice President of The Institution of Structural Engineers (HQ in
    UK) (1990-1991) and a Past President of The Barbados Association of
    Professional Engineers (1973-1974).
    Mr. Gibbs was Secretary General of the Council of Caribbean Engineering
    Organisations (2005-2020), Member of the Governing Board of the Global
    Earthquake Model (2011-2013), Member of the Scientific Planning Group on
    Natural Hazard Risk Reduction of the International Science Council (Latin
    America and Caribbean) (2007-2008), Director of the American Association for
    Wind Engineering (2000-2004), Member of The International Codification
    Forum of The International Association for Wind Engineering (1999-2004),
    Deputy Chairman of the Barbados National Council of Science and Technology
    (1984-1988), Associate Project Manager for the Caribbean Uniform Building
    Code (1982-1985) and Chairman of the Barbados Metrication Board (1975-
    1980).
    Mr. Gibbs’s special interests are in the fields of collaborative design in multidisciplinary teams and designing against the natural hazards of hurricanes and
    earthquakes. This work has taken him to assignments in China, Indonesia,
    Oman, Egypt, Tunisia, Kosovo and every country in the Caribbean. He is
    particularly interested in the interrelationship between engineering and
    insurance and has assisted RMS of California and AIR of Boston with the
    development of their Caribbean loss models for earthquakes and hurricanes.
    He is one of three Caribbean-based MCC Endorsers (for candidates for
    membership of the Marylebone Cricket Club) (2017-present). He was a
    member of the Barbados Cricket Association Building Committee (1973-2003)
    and Chairman of the National Selection Committee of the Barbados Squash
    Rackets Association (1984-1989).
    Mr. Gibbs is currently (since 2018) Ambassador to the Americas for The
    Institution of Civil Engineers (HQ in the UK) and a founding and continuing
    member of the Disaster Mitigation Advisory Group on Hospital Safety set up by
    the Pan American Health Organisations in 2003.
    The Accolade of COMPANION OF HONOUR is being conferred in
    recognition of his sterling contribution in the field of Engineering in Barbados
    and the Caribbean.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF COMPANION OF HONOUR
    MR. O’BRIEN TROTMAN is a retired civil servant and politician, who was
    born on February 12, 1942 to Ms. Gwendoline E. Trotman of Thornbury Hill,
    Christ Church.
    He attended St. Patrick’s Boys School from 1947-1954, and Christ Church Boys
    Foundation School from 1954-1960. On leaving school he joined the Barbados
    Public Service, working in the Office of the Prime Minister, the Registration
    Department, Customs and Excise Department, and the General Post Office.
    In 1969, he joined the then Barbados Civil Service Association as its Assistant
    General Secretary. In 1970, he participated in the launching of the Caribbean
    Public Services Association; whose inaugural conference was held in Barbados.
    In 1972, he became General Secretary of the Association, now renamed The
    National Union of Public Workers (NUPW). He was also actively involved in
    the launching and growth of the Barbados Public Workers Credit Union.
    In September 1976, he was appointed to the Barbados Senate and served until
  32. During that time, he served as Parliamentary Secretary in the Office of
    the Prime Minister, with responsibility for immigration (1976-1981) and then as
    Minister of Immigration (1981-1983). Mr. Trotman in accordance with the then
    immigration amnesty programme, was responsible for the regularization of the
    status of thousands of previously undocumented CARICOM citizens, who
    would have otherwise been illegal immigrants in Barbados.
    In 1983, Mr. Trotman was appointed Minister of Health, National Assistance
    and National Insurance. In the Ministry of Health, he was responsible for the
    construction of a new Accident and Emergency Department of the Queen
    Elizabeth Hospital, the establishment of a dedicated ambulance service, with
    trained Emergency Medical Technicians and the completion of the policlinic
    programme. As Minister responsible for National Insurance, negotiations were
    completed with the Government of Canada, and the Government of the United
    Kingdom, for reciprocal arrangements under the National Insurance Scheme,
    and the appropriate bilateral agreements were signed with the two governments.
    From 1994 to 1996 he served as chairman of the National Conservation
    Commission. In 1997, he re-joined the public service and served as Director of
    the Urban Development Commission (UDC), as well as a member of the
    National Assistance Board. As Director of UDC, he was responsible for the
    development of a modern road infrastructure in economically depressed areas of
    St. Michael, through a series of subsidiary roads and foot paths. In addition to
    the roads, the Commission also installed several hundred streetlights in the
    urban area.
    In 1972, he married Jean Clarke, and they have one son Richardo. In 1986, he
    and his wife launched a family owned rental service business which continued
    until 1997.
    He retired from the public service in 2008.
    The Accolade of COMPANION OF HONOUR is conferred for his service
    in politics and contribution to the trade union movement.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE GOLD CROWN OF MERIT
    MR. ALISTER ANDREW ALEXANDER was born 6th July, 1960 in Beckles
    Land, Kensington New Road, St. Michael, but grew up between the City and
    Brandon’s. Born to Joseph and Evelyn Alexander, he was the seventh of eight
    children.
    Mr. Alexander is a visual artist of some note, though he has never publicly
    exposed the craft. He is a poet, a playwright, prose writer, a songwriter, an
    actor, a dramatist, and visual artist.
    Entering NIFCA 1979 he was awarded its highest awards in literature and
    notable awards in drama. Awarded second place in the CBC Folk Song
    Competition in 1998 and awarded first place in the same Competition in 2000.
    Re-entered NIFCA in 2014 winning its BMA Best of Barbados Award for
    literature, then in 2016 winning its Bridgetown and its Garrison Heritage award
    for Theatre, and again in theatre, winning its BMA Best of Barbados Award in
  33. Since returning, the NIFA awards for prose and poetry has been lost
    count of.
    Mr. Alexander took his first job just coming out of school, a job he really
    wasn’t interested in because he had thoughts of furthering his education. There
    were many actions and influences that caused him to submit a resignation letter
    to his manager and after that he dedicated himself to work within the structure
    of emerging family businesses and one such enterprise led him into the trade of
    his father, which was vending.
    In 2002, the organization Barbados Association of Retailers, Vendors and
    Entrepreneurs (BARVEN) was born. David Comissiong, Pan Africanist and
    then chairman of Pan African Affairs, gave unwavering support to the
    organization. They waged an unrelenting social war that co-opted the support
    of both parties. Under a Democratic Labour Party Administration, Mr.
    Alexander sat as a Director of the Board of the Barbados Tourism Authority for
    BARVEN and he is now President of BARVEN.

    contribution to vending in Barbados and in particular the development of the
    Barbados Association of Retailers, Vendors and Entrepreneurs (BARVEN).

    MR. RANDOLPH “RANDY” ASHTON HARRIS was born in Antigua on
    February 27, 1955 to a Barbadian father and Montserratian mother. He came to
    Barbados in 1960 and was raised by his paternal grandparents at Kendal Hill in
    Christ Church.
    He received his primary education at Christ Church Boys’ School, before he
    entered The Lodge School at age 10, where he received his secondary
    education. While at The Lodge School, Mr. Harris was a member of the Cadet
    Corps and attained the rank of Company Sargeant Major. He also represented
    the school in football and, after leaving school, continued to be involved in the
    game as a player and administrator in the Christ Church Football League.
    At the suggestion of Mr. Christie Smith, the then General Secretary of the
    Barbados Amateur Football Association (BAFA), Mr. Harris offered his
    services to the BAFA and became an Executive Board Member in 1977. He
    held that position until 1979, when he attained the position of Snr. Assistant
    Secretary and 4 years later, in 1983, he was elected to the position of General
    Secretary, becoming the youngest General Secretary of the Barbados Football
    Association (BFA), to date. He held this position until 1989 and was again
    General Secretary of the BFA from 2002 to 2004.
    Mr. Harris was the organiser of the very popular Carib Beer, CBC Tournament,
    better known as the BESS Tournament from 1989-2002 and the LIME Pelican
    Football Challenge in 2011 and 2012.
    Mr. Harris has served on the Board of Directors of the NSC and BICO Ltd.,
    where he worked for 41 years, until his retirement in 2018.
    Mr. Harris’ commitment and dedication to football in Barbados has earned him
    the following awards:
    1991, 2017 and 2018 – National Sports Council (NSC) Administrator’s Award
    1998 – NSC Special Award
    2017 – Barbados Olympic Association Administrator of the Year Award
    2018 – Barbados Labour Party Sports Award
    Mr. Harris was elected as the President of the Barbados Football Association on
    September 30, 2012 and re-elected in 2016 to serve a second 4-year term.
    In 2018, Mr. Harris was elected President of the Caribbean Football Union and
    Vice President of CONCACAF.

    contribution as a Sports Administrator in football both locally and regionally.

    PROFESSOR PATSY ROSE PRUSSIA, MBBS, DM (Path.): FIAC has
    been at the forefront of Cancer Research and Cervical Cancer Screening Testing
    done in Barbados for over 35 years (1985-2020) until her retirement. She
    introduced the concept of Liquid Based Cytology in Barbados which has led to
    the early detection and prevention in the development of cervical cancers
    associated with The Human Papilloma Virus through cervical screening.
    In Barbados, Cervical Cancers Professor affectionately called “Prof” has also
    imparted her wisdom as professor in anatomical physiology for over 36 years
    (1980-2016) at the University of the West Indies. During her tenure as
    Professor she also assumed the role of Clinical Director with the Barbados
    National Registry and The Chronic Disease Research Centre (1980-2016) where
    she was involved in cancer research and by extension a number of publications
    (41) and has had her work cited in over 277 publications. Prof also assumed the
    role of Consultant Pathologist and Colposcopist with The Queen Elizabeth
    Hospital during that time.
    In addition to her outstanding career and contributions to Barbadian Society she
    was awarded by The University of the West Indies/Barbados Association of
    Medical Practitioners for outstanding contribution to Continuing Medical
    Education at the 66th UWI/BAMP CME Conference in 2009.
    In 2003, she was awarded a scholarship by the British Society for Colposcopy
    and Cervical Pathology (BSCCP) to travel to Aberdeen Royal Infirmary,
    Scotland. She was also awarded the International Union Against Cancer
    International Cancer Technology Transfer (UICC ICRETT) Fellowship, for a
    project entitled Cancer Registration Epidemiology and Prevention at the
    International Agency for Research on Cancer.
    “Prof” is also philanthropic to say the least and is beyond driven as highlighted
    by her impressive career spanning an astounding fifty years of service. As she
    is ever the effervescent leader and cheerleader she is motivated not only by the
    pursuit of her own success but she becomes further inspired to motivate all who
    would call her teacher. She is a phenomenal woman who has dedicated her life
    to the education of others through medicine and in the advancement of cancer
    research in Barbados.

    outstanding contribution to Cancer Research and Continuing Medical
    Education.

    MR. CONDÉ ANDREW RILEY, OBE was born on 9th November, 1952. He
    received his secondary education at the Combermere School where he
    participated in a number of sports. He later attended Barclays Training College
    in London where he completed studies in Trust and Investment Banking. He is
    also a qualified Administrative Corporate Secretary (ACS).
    Mr. Riley is President of the Barbados Cricket Association (BCA). He was first
    elected to the BCA’s Board in 1996 and has been serving cricket in Barbados
    with enthusiasm, dedication and distinction since then. Mr. Riley has chaired
    every committee of the BCA with the exception of the one responsible for
    marketing.
    Mr. Riley’s contribution in cricket administration has extended into the region.
    He is currently a member of the Board of Directors of Cricket West Indies
    having first been elected to that body in 1998. He has served as a member of the
    Finance, Pension and Provident Fund, Cricket Development and Chairman of
    the Human Resource Development Committee.
    Mr. Riley was appointed Event Manager for the Barbados leg of the ICC T20
    World Cup 2010 which hosted both the Men’s and Women’s Finals of the
    Tournament. He had responsibility for cricket operations, logistics and security
    in the very successful Barbados leg of the Tournament.
    Mr. Riley is committed to the development of young cricketers. He has served
    as Chair of the Lottery Committee, with the remit of securing a sustainable
    revenue stream for the BCA to support the BCA’s Development program. In
    2008, Mr. Riley was Chairman of the Cricket Committee that was responsible
    for establishing the Everton Weekes Centre of Excellence(EWCE) which
    provides specialized coaching in the Under 13, 15, 17, 19 and 23 age groups as
    well as the Barbados Women’s Cricket Team. All of the current West Indies
    players, men and women – including West Indies Test captain Jason Holder –
    are graduates of the EWCE.

    contribution as a Sports Administrator in the field of cricket.

    DR. MANOHARSINGH RAJAMANICKAM is a Medical Officer of Health
    at the Edgar Cochrane Polyclinic in the Ministry of Health and Wellness with
    responsibility for Port Health.
    During the National COVID-19 Response Effort Dr. Rajamanickam was
    appointed as the Medical Officer in charge of the Mobile Testing Team. As the
    officer in charge of the team, he routinely and personally led the Testing Team
    in the field whether at the Ports of Entry or in the community.
    The initial stages of the global pandemic were characterized by high levels of
    uncertainty, fear and anxiety. Despite this, Dr. Rajamanickam showed resolute
    dedication to his duty and approached his job with a high level of
    professionalism. In every respect, he placed his national duty to his country
    before himself. His leadership and expertise was an integral part of the
    Ministry’s efforts to screen the passengers of several cruise ships anchored of
    Barbados’ coast for COVID-19.
    Due to the aforementioned fear and uncertainty created by the COVID-19
    pandemic, and the restrictions preventing the cruise ships from entering the
    Port, the cruise ships could not berth in the Deep Water Harbor. Nonetheless,
    there was an urgent requirement to test the crew and passengers of the various
    cruise ships anchored of the coast of Barbados to ensure that they were not
    infected. The possibility of passengers or crew members of these vessels
    succumbing to the life-threatening effects of the virus was high and therefore
    screening needed to be conducted urgently. Dr. Rajamanickam led the COVID19 Mobile testing team as they performed these high risk assignments to sail out
    to the cruise ships and screen the passengers and crew.
    Due to the unorthodox docking arrangement and the massive size of the cruise
    ships, this officer placed his life and well-being at great risk to board the
    vessels, by climbing forty feet up and over the side of the ships by a rope ladder
    which was suspended from the side of each cruise ship. This method of
    boarding a cruise ship is very dangerous, for persons who are not members of
    the crew, and is only employed as a last resort in emergency circumstances.
    The danger was increased by the fact that he was clad in full COVID-19
    personal protective equipment and carried the testing kits onto and off the vessel
    and has no experience in maritime operations. On completion, Dr.
    Rajamanickam was required to descend the ladders with the samples into a
    waiting Barbados Coast Guard vessel and take the samples to the Best Dos
    Santos Lab.
    Dr. Rajamanickam braved the strong winds, treacherous conditions and the
    choppy seas to conduct swabbing for the COVID-19 virus and in so doing,
    possibly saved the lives of many cruise ship passengers who were on board

    CAPTAIN DONVILLE ADDERSON DASH was identified by Headquarters
    BDF as one of the officers who would be tasked with spearheading BDF’s
    contribution to the National COVID-19 Response Effort. As the Head of the
    BDF’s Medical Unit he was tasked to manage the assistance which BDF
    rendered to the Ministry of Health and Wellness and to advise the Chief of Staff
    on all COVID-19 related matters. Though assigned in an advisory and
    management role Captain Dash routinely and personally led COVID-19
    missions on behalf of the BDF.
    The initial stages of the global pandemic were characterized by high levels of
    uncertainty, fear and anxiety. Despite this, Captain Dash showed dedication to
    his assignment and approached his job with a high level of professionalism. In

    Effort. As the Deputy Head of the BDF’s Medical Unit, he was tasked to
    support the management of the BDF’S assistance to the Ministry of Health and
    Wellness. As a senior Registered Nurse in the Force, he routinely and
    personally led COVID-19 missions in addition to his duties of administering the
    Medical Unit.
    The initial stages of the global pandemic were characterized by high levels of
    uncertainty, fear and anxiety. Despite this, Lieutenant Morris showed
    dedication to his assignment and approached his job with a high level of
    professionalism. In every respect, he placed his national duty to his country

    MRS. MARGOT ANASTASIA AQUAN is an outstanding school teacher, a
    mother of two, grandmother of two, wife, home economist, devout Anglican,
    enthusiastic fundraiser and event-planner as well as a champion community
    worker. She attended Westbury Infants School at age 3 and then moved over to
    the Westbury Primary School until age 8, before starting her secondary
    education at Queen’s College. From there she went to Erdiston Teachers’
    Training College for two years, completed her teacher’s training and received a
    Diploma in Education from UWI. She taught continuously between 1971 and
    2009, except for a 3-year study-break in Jamaica for a Degree in Education.
    She got married in 1973. That marriage produced two daughters, Simone Harris
    and Carla Bragg, and two adorable granddaughters, Caitlyn and Carrah. At
    present she’s married to Jose Aquan.
    She taught at St. Gabriel’s and Springer Memorial Schools before joining Christ
    Church Foundation School in 1990 until her retirement. During her teaching
    career, she taught English, History, Textiles in the Art Department, Integrated
    Science and Nutrition. She was also the Year Head for the 4th and 5th forms
    before becoming Head of Department for Food and Nutrition.
    A retired Home Economist with over 25 years experience in teaching various
    aspects of Home Economics, she served not only Barbados in this regard, but
    also extended this service to the wider Caribbean. She was a long-standing,
    dedicated member of the Caribbean Association of Home Economics
    Incorporated (CAHE), a regional non-governmental organization affiliated to
    the International Federation of Home Economics. Her registration number 053
    is testimony that she was one of the earliest members to join the organization
    where she served for over 12 consecutive years on the executive leadership
    team, in the capacity of Assistant Secretary, and Chairperson for the
    Membership Committee and the Finance Committee.
    Mrs. Aquan has been an Anglican all her life and is an active member of the
    Christ Church Parish Church, where she worships regularly. Over the years she
    has contributed in a number of ways to help the church carry out its work and
    mission in serving the community. Her skills as a teacher, together with her
    love for helping children to achieve their fullest potential, have been
    demonstrated in the church setting where she has conducted training in etiquette
    during the Annual Summer Camps. Her skills have also been beneficial to
    adults in preparation for the Annual Mother’s Day Luncheon through sessions
    in Banquet Service Procedures. She takes on any task and project with
    enthusiasm and delight in doing things well.
    Her experience and skills in Event Planning have been well utilized in the area
    of fund-raising. A primary example had been her service on the 2000
    Committee which was established in the late 90s with a goal to construct The
    Ivan Harewood Parish Centre by the beginning of the new millennium. She is a
    member of the Stewardship Committee.
    Her loves include interior decorating, sewing, community work, especially with
    children. She was also a “swimming mom” when her daughters swam
    competitively for Barbados.
    A member of Optimist International from 2010, she has held most positions in
    the club locally as well as in the Caribbean District. She was President in 2010.
    Among her Optimists awards are: President Citation for outstanding Optimist
    Club Member (2011-12), Pillar of Optimism in 2017 from Opt of Barbados,
    Optimist Caribbean District Award for valuable contribution in 2018 to WOW
    (Wonderful Optimist Working) Team, Honor President in 2017 for the
    Progressive Optimist Club, Barbados and LTG in 2018, when the award of
    Distinguished LTG was given to her. She will be Governor Assistant for the
    Eastern Caribbean in October 2020.
    After retirement, this former teacher started working as a Recreational Therapist
    (in craft, exercises, singing and dancing) for 3 nursing homes, twice weekly.
    She also did a course at Barbados Community College in Event Planning and
    Management where she gained a distinction, and now utilizes much of the
    knowledge, mostly for charities.
    She is also a member of the Barbados Labour Party, Christ Church South
    Branch, and started an educational program for children on Saturday mornings.
    There is a saying that goes ‘Once a Teacher always a Teacher’. We are
    confident that this retired teacher will remain thankful for the opportunity to
    serve, and will continue to work to improve the quality of life of individuals,
    families and communities.

    outstanding contribution to the teaching profession and service to the

    AWARD OF THE SILVER CROWN OF MERIT
    MR. EMERSON MILLARD HOWARD, JP is an extremely qualified
    Barbadian who started at the bottom and worked his way up the proverbial
    ladder. Most of his qualifications are in the field of health – specifically
    nursing.
    In 1966, he received his Certificate in Psychiatric Nursing from the General
    Nursing Council and continued to seek to become qualified in his field, and so
    continued to go on the University of the West Indies at Mona.
    Mr. Howard has also worked in other spheres of public service having pursued a
    BSc. in Public Administration from the University of the West Indies (Cave
    Hill). This allowed him to take his expertise to the National Housing
    Corporation for four years.
    His work experience has lead him to the level of Tutor where he has been
    passing on his knowledge over the last fourteen (14) years at the Career
    Development Institute

    He has also done some training in Legal and Ethical Issues, Anatomy and
    Physiology, Common Health Problems and Fundamentals of Nursing.

    REV. DR. JOSEPH ONESIMUS TUDOR, JP is the current Vice President of
    the Barbados Council for the Disabled and has served as a member of our Board
    of Directors for over a decade. His association, however, begun far longer than
    this.
    As a long-time advocate for and personal supporter of the community of
    persons with disabilities, it is recommended that Reverend Joseph Tudor be
    recognised in this year’s National Honours to nationally proclaim how much he
    is truly appreciated for his dedication, devotion and selfless determination.
    As one of the longest serving Directors, Reverend Joseph Tudor lobbied the
    cause in every forum in which he is active. For several years he has worked
    assiduously to uplift the Barbados Association for the Correction of Learning
    Disabilities and champion that cause with every sinew in his body.
    More than that, he has spearheaded many initiatives to raise public awareness
    and improve fundraising strategies.
    He has a made a mark of inestimable contributions and continues to strive for
    such in the name of equality and fairness.
    The Accolade of SILVER CROWN OF MERIT is being conferred for his
    service to the Barbados Council for the Disabled and support of persons with
    disabilities.

    MR. ARTHUR HENDERSON COLLYMORE is a true environmentalist
    with an overwhelming sense of national responsibility often of the expense of
    self. Mr. Collymore believes that we hold our country on trust for future
    generations and it is our duty to maintain and preserve it in a pristine condition.
    He also firmly believes that working outdoors in nature with your hands is as
    close as you can get to God.
    The Accolade of BARBADOS SERVICE STAR is being conferred for his
    contribution as an environmentalist and his continuing efforts to preserve the
    natural beauty of the island.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE STAR
    MR. DISTON ANTHONY DACOSTA HOWELL, J.P. was born to Enid
    Ione Howell and Alphonso DaCosta Austin on 3rd February 1948 at Reed
    Street, St. Michael.
    He enlisted in the Barbados Coast Guard in 1977 and became one of the first
    persons to gain promotion after the transition to the Barbados Defense Force. In
    1995, he joined the security team of the Barbados Port Inc., where he served for
    18 years, rising to the position of Senior Security Officer. Indeed, he had the
    distinct honour of carrying the flag for the Port’s 50th anniversary celebrations.
    Prior to this, from 1962, Mr. Howell was a merchant seaman with the Harrison
    Line for 11 years. He was able to obtain the coveted A.B. Certificate in
    Scotland, three months ahead of schedule. During this time, he was fortunate to
    visit England, continental Africa and a number of Caribbean territories.
    Mr. Howell was an outstanding professional boxer and good enough to be
    ranked the number one middle-weight contender in 1970. He represented
    Barbados on numerous occasions at home and abroad and previously served as
    the Deputy Chairman of the Boxing Board.
    For 17 years, Mr. Howell was a member of the Salvation Army Reed Street
    Corp and helped to organize many community-based activities in the City of
    Bridgetown. In the 1960’s he was Sports Captain of the Co-Workers Youth
    Centre of Bridgetown Central and Coordinator of the Kew Community Council
    where he played a key role in event planning and execution. He was also the
    Band Sergeant of the St. Mary’s Church Lads’ Brigade and actually participated
    in the very first Independence Day Parade when the Union Jack was lowered
    and the Trident unfurled.
    Mr. Howell attained the Diploma in Private Security in 1996 and in 2002
    completed a course in Regional Port Security for the Caribbean under the
    auspices of the Inter American Committee on Ports and the United States
    Maritime Administration. In 2008, he received the Management Skills
    Certificate from the University of the West Indies Cave Hill Campus. He
    completed the Advance Port Security as well as the Hazardous Waste
    Operations and Emergency Response training programs from the prestigious
    Halcrow Institution in 2012.

    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE STAR
    MS. MOVELLE JORDAN, JP was born in Marley Vale, St. Philip on
    January 1, 1958, the daughter of Ms. Viola Jordan, a labourer. Like most
    children in the district – which has produced the present Governor General, Her
    Excellency Dame Sandra Mason – Movelle had her early education at the St.
    Catherine’s Primary School. Though clearly possessing potential, the lack of
    financial resources prevented her from attending secondary school. Due to her
    family’s impoverished circumstances she was compelled to stay home and help
    her mother take care of the home.
    Fortuitously, it was this set of circumstances which led her to develop a love of
    cooking and other culinary skills. Honing these skills and driven by a demand
    for her cuisine from an increasing number of satisfied patrons, she decided to
    take the plunge and enter the catering industry in the early 1990s. From then
    she did not look back, registering Kejamos Catering in the year 2000.
    She has been active in the industry for over 30 years catering for all, from the
    man in the street to the occupants of Ilaro Court.
    This road has not been easy. As a young female businesswoman she has had to
    overcome many obstacles ranging from a lack of funding to resistance from
    those who felt that she did not belong in what was then a male-dominated
    sector. It must be recalled that when she entered the catering business there was
    no assistance in cash or kind from the government unlike what pertains today.
    Nevertheless, she persevered and with the help of the Almighty and those who
    recognized her tremendous potential she has become a success in the catering
    services. Her business is now well established, and well known for its high
    standards.
    Although over the years she has had to devote most of her energies to her
    chosen career, mindful of the path she herself had to trod, she has found time to
    do charitable work in her community. In this regard she has served on the
    St. Catherine’s Church Council in various capacities; she has served on the
    Executive of the St. Catherine’s Sports and Social Club; she has been the
    driving force behind the revival of the St. Catherine’s Primary School Old
    Scholars Association which aims to assist the poor and needy children of her
    alma mater; in recognition of her standing in the community she was asked to
    serve on the Planning Committee to organize the “We Gatherin’” activities for
    the parish of St. Philip. Unfortunately, this work was suspended as a result of
    Covid-19. Ms. Jordan was also recently elected as Public Relations Officer of
    the Barbados Labour Party St. Philip North Constituency Branch.
    Ms. Jordan has a deep love for her heritage. This could be seen in her 2015
    NCF Crop Over Heritage Bus Tour dramatic performance; and her depiction on
    village life in Marley Vale in the 1960s on the CBC programme My
    Community in August 2020 and her leadership that the St. Catherine’s Old
    Scholars pay tribute, in the form of an annual luncheon, to National Hero the
    Right Excellent Bussa and the other martyrs in the 1816 Rebellion which was
    started a mile from Marley Vale at Bayleys Plantation. The first luncheon under
    the patronage of the Governor-General was held in mid-April 2019 and was a
    resounding success.
    In recognition of this pillar in the community in 2020 she was made a Justice of
    the Peace where she has been able to advise and assist her parishioners in
    various areas.

    contribution to the catering services in Barbados and her work in the community
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE STAR
    MR. HENDERSON THEOPHILUS ROACH is a retired postal officer, who
    served for several years in the communities in the City of Bridgetown and its
    environs. He distinguished himself by walking from community to community,
    distributing mail and cheques for pensioners as well as cashing cheques for
    persons who had physical disabilities. He did this out of hours and on
    weekends in order to assist the elderly.
    After retirement, Mr. Roach voluntarily undertook duties of groundsman at
    Westbury and Wesley Hall Primary Schools in the absence of persons assigned
    to perform those duties at the two schools.
    The accolade of the BARBADOS SERVICE STAR is being conferred for his
    contribution to the postal service and his work in the community after
    retirement.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE STAR
    MR. CLARENCE HENDERSON SHEPHERD began working, in 1959, in
    the Ministry of Health with the Public Health Department’s Aedes Eradication
    Programme. In 1971, he was transferred to the Public Health Officers
    department which was the professional wing of the Ministry and he was
    attached to the St. Michael West District’s office. In 1981, he was appointed
    Public Health Officer One. Between 1983 and 1994, he was attached to Port
    Health at both the Bridgetown Port and the Grantley Adams International
    Airport as a Port Health Officer.
    After the office was changed from Public Health Officer to Environmental
    Health Officer, Mr. Shepherd acted as Senior Environmental Health Officer
    before being appointed as Environmental Health Officer -Specialists. He retired
    in 2002 after 43 years of service.
    Mr. Shepherd achieved his professional training through the Barbados
    Community College’s Environmental Health Certificate Programmed and the
    College’s ‘Certificate in Meats and Other Foods’ inspection programme.
    Mr. Shepherd participated in several competency building workshops which
    were conducted by P.A.H.O. He achieved a BSc in Political Science and
    Sociology from the UWI Cave Hill.
    Mr. Shepherd represented the Environmental Health Officers through Division
    6 of the NUPW for many years. He was president of the Environmental Health
    Officer’s Association and he was a board member of the Sanitation Service
    Authority.
    He is married, since 1974 to Arlene, a retired Senior Sister of the Q.E,.H and
    has four children. He played hockey and cricket, was an ardent draughts player,
    and is currently an active member of the St. Mary’s Church Men’s Fellowship.
    The Accolade of BARBADOS SERVICE STAR is being conferred for his
    contribution to Environmental Health in Barbados.
    PARTICULARS FOR THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE MEDAL
    MRS. GERVIS ISABELLE FORDE-PARRIS lives in the rural community
    of Bathsheba, St. Joseph. She has spent most of her life working as a hawker to
    provide for and support her children as well as others in the community.
    This trade took her around the island to several plantations where she purchased
    a variety of ground provisions, fruits and vegetables to serve her customers in
    the Fairchild Street and subsequently Marhill Street Markets in Bridgetown.
    In her early days, as a strong swimmer, she dived for sea eggs and picked sea
    moss which she sold to customers in and around the villages of St. Joseph.
    At ninety-two years of age, she still voices her opinions on various matters such
    as religion and politics.
    The Accolade of BARBADOS SERVICE MEDAL is being conferred for her
    social and economic contribution as a hawker in Barbados for many years and
    her community spirit.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE MEDAL
    MR. RICHARD CHESTERFIELD HARPER was born on June 28, 1942.
    He did several jobs during his career including working as a Seaman which
    allowed him to have a global view of culture and politics. In 1977, Mr. Harper
    was recruited as a Bus Driver at the Transport Board where he worked until he
    retired in 2007. He cites this as the best job he had since it gave him total
    satisfaction.
    Mr. Harper has worked tirelessly in the community for more than 40 years
    helping residents in the Grazettes community including assisting the elderly
    with the purchase of their medication and making errands for them. As a
    handyman, Mr. Harper would spend his leisure time on evenings and weekends
    in the community assisting residents with their chores which earned him his
    respected community iconic stature.
    In his professional role as a driver, he became famous for taking residents to
    their doorsteps when they had heavy bags filled with groceries, and children
    who rode the bus alone to and from their homes to school thus ensuring their
    safe arrival. The residents depended upon Mr. Harper in no small measure his
    selfless acts and to this day, grown men and women in the community still
    demonstrate their respect for his community efforts and always refer to him as
    Mr. Harper.
    The Accolade of BARBADOS SERVICE MEDAL is being conferred for his
    sterling community service in particular assistance to the elderly.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE MEDAL
    TYRONNE LEROY SCANTLEBURY, J.P. is married and with one
    daughter. He is respected and admired by all in his community, where he
    assists the elderly and the youth.
    In addition to functioning as a Justice of the Peace, he also finds the time to sit
    and counsel many people from his community. Over the years, he has helped
    many young people in making critical decisions about their future. He has been
    a positive influence in their lives and has helped many of them to overcome
    what appeared to be insurmountable emotional crises.
    However, perhaps what he is most known for is his accessibility by those who
    have problems which need went to be addressed by one or other department of
    government. Mr. Scantlebury assumes full responsibility for resolving the issue
    and relentlessly pursues the matter with the relevant government agency until it
    is finally and fully resolved.
    A true community man!
    The Accolade of BARBADOS SERVICE MEDAL is being conferred in
    recognition of his community service and, in particular, his work with the
    elderly and the youth.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE MEDAL
    MR. IRVINE STREETE might be a familiar name in Barbados, but in some
    communities and especially the Bayville community, the name “Big Red” is
    more famililar.
    “Big Red”, as he is affectionately known, has dedicated his life to the sport of
    bodybuilding and has contributed to the development of many young
    bodybuilders in Barbados, serving both as a training coach and life coach. He is
    still actively involved in coaching the sport and his community gym is always
    full of eager new entrants to the sport.
    He has also been actively involved in the administration of the sport, helping
    with its development at the national level.
    Barbadians look forward to seeing “Big Red” among the best dressed men at
    Queen’s Park every Christmas morning. He is a community man, a sports
    enthusiast and a champion for the sport of bodybuilding in Barbados.

    contribution to the sport of bodybuilding and community service.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS SERVICE MEDAL
    MR. WINFIELD TROTMAN of Road View, St. Peter is a father of 4 and
    grandfather of 2.
    He has committed most of his life to the tourism sector of Barbados. He has
    worked as a water sports operator for over 31 years both as an employee and a
    self-employed person. The last 13 years has been spent working in the hotel
    industry as a boat operator.
    Mr. Trotman enjoys working in this industry because he gets the opportunity to
    communicate and interact with persons both locally and from overseas. Over
    the years, he has had some interesting conversations on various topics, such as
    suggesting places of interest to visit and night life in Barbados. Mr. Trotman
    also considers his culinary skills to be quite good and has even ventured to
    prepare some local dishes for visitors to our shores.
    Some of his hobbies and enjoyments are diving and spear fishing, playing road
    tennis and having interesting conversations. Mr. Trotman loves the sea and has
    been spear fishing for over 40 years. This enjoyment affords him the
    opportunity to relax in the tranquil waters of Barbados, feed himself and others,
    and also earn some additional income. Most evenings he can be found playing
    road tennis and chilling with some of the persons in his neighborhood.
    Mr. Trotman has done various things in his community over the years, such as
    assisting persons, especially the elderly, in carrying out chores/errands,
    constructing and assisting with the preparation of some tennis courts in the
    community, and he has had the unfortunate pleasure of saving a number of
    persons, both locals and tourists, from drowning. Assisting in his community
    comes natural to Mr. Trotman as it is something that he has always done.
    The Accolade of BARBADOS SERVICE MEDAL is being conferred for his
    contribution to the tourism industry and service to the community.
    PARTICULARS OF THE PERSON RECOMMENDED FOR THE
    AWARD OF THE BARBADOS BRAVERY MEDAL
    MR. GLENROY HACKETT has been employed as a ranger at the National
    Conservation Commission (NCC) for over twenty-eight (28) years. He was
    assigned duties at numerous venues during these years, namely at Folkestone
    Beach, St. James. Within recent years, however, he has been assigned duties at
    the Farley Hill National Park, St. Peter.
    As a young inquisitive, ambitious and daring boy, Glenroy who is more
    familiarly known as “Boy Blue”, explored the beaches. He would swim, dive,
    fish and frolic in the waters with his siblings and friends for many hours each
    day. He possessed excellent swimming and diving skills which he honed during
    his exploits.
    During his role as a ranger, he always had a keen eye for sea bathers, especially
    during the summer time when Folkestone Beach had record numbers of
    revelers.
    On one occasion in the past, Glenroy, with his vigilant eyes, was able to dive
    into the treacherous waters to save a young St. Lucian University of the West
    Indies female student who got into difficulty while swimming.
    On another occasion, he rescued a middle-aged male swimmer, who was a guest
    at Sandy Lane Hotel, from the jaws of the raging sea.
    In February 2007, Mr. Hackett performed a similar feat with the assistance of
    another male. The two gentlemen performed the Herculean task of rescuing
    three male swimmers who met difficulty while in the sea.
    Mr. Hackett continues to pay a keen interest in the safety of others as he spends
    most of his days exploring the waters around Barbados
    The Accolade of BARBADOS BRAVERY MEDAL is being conferred for his
    efforts in saving the life of a young St. Lucian University of the West Indies
    (UWI) female student who got into difficulty while swimming.
